Interestingly, he bought it for $1 on 7/24/97 from Americo Castro, father of Millie Castro, his now-estranged 'fiancee'. That explains how he could buy property with such bad credit, but what were his & Castro's motives in the sale? Is that where 'John Castro' (apparently evicted by Quintana & appealing a Small Court decision) lived. What is John's relationship to Americo (& Millie) Castro? John bought a HUD house (450 14th) in May, 1998 for $9,900 & deeded to Americo Castro several months later.

Quintana owning the 3 family house assessed at $27,200 focuses problems in Buffalo's tax structure. He pays a mere $550 annual city/county tax for 3 households. That is far less than the cost of city services for 3 families, without the usual advantages of an owner-occupant setting a positive tone for his/her 2 tenants.

But it does show the lack of value of Buffalo's housing in low income neighborhoods. The last week of available data (March 4-8) again show that sales under $50,000 on Buffalo's west side averaged a mere 37% of new reduced GAR Assessed Values.

And Quintana may illustrate another policy problem, that of not knowing where absentee owners live. His voter registration lists him at 303 Jersey, where he was charged with assault by Millie Castro before the high profile trial. I was anonymously informed by police staff that he lives (lived?) in Williamsville about a year ago. His Wmsville atty. (Thomas Webb, PO Box 549) would seem to indicate he still lives there.

HOWEVER . . . a reliable political insider tells me

"i am told your pal robert is running for at large next year..."

Where will he say he lives? At his investment property which is the sort of address Emerson Barr uses, when he really lives on Grand Island?

Without Barr's PERJURY, Quintana would have more PROVEN misconduct . . which would make it more difficult for him to run . . .& more difficult for the CITIZEN RIGHTS Commission to take my rights away . . in a WORST GOVERNED CITY.

Will NYS Senator Byron Brown, who suborned Barr's perjury after signing the "good government pledge" (of now-defunct 21st Centruty Club") . . .just before Quintana & Millie Castro held a fund-raiser for Brown at his then Quintana crime family compound (Plymouth & Jersey). . where I was mugged & robed by his 'goon' Eddie Padilla . . . endorse Quintana's run?
