Current efforts would have this writer "banned" from the Offices of Commission on CITIZENS RIGHTS, based on Vice Chair Peter Weinman's question "with so many altercations in the City Hall Building, had he not been banned from the building? The response was apparently not . . ."

It is a painful reminder of unremedied misconduct by public officials in City Hall.

Robert Quintana has apparently moved to Williamsville, making it possible for me to have avoided encountering him for nearly a year . . .a real comfort since he "goes off" every time he sees me. And he now carries a new 8 MM gun, while holding me heavily responsible for the demise of his once promising political career.

But his damage to me lives on. The Citizen Rights Commission has concluded that I am the problem, not Quintana . . "with so many altercations in the City Hall Building . . ". All those "many altercations" were with the "Quintana crime family". The DA, of course, facilitated the filing of at least 30 perjured complaints against me & permitted Quintana to quietly return to the Police Dept. & the lucrative pension he is anxiously awaiting.

His dramatic defiance of a 'protective order' finally issued by Judge LoTempio in Dec.1999 (one day later, Q. stalked & harassed me on the 14th fl. of city hall, following me into Brown's office where he punched me in the face as his aide Yvette Corredor tried to tug him back) was covered-up by Byron Brown & his then aide-Emerson Barr, who also committed perjury before leaving town for California. (He has since returned to work for Ellicott Dist. Councilman Brian Davis where he lies about his nonresidency. He lives on Grand Island, alleging he lives in a family investment property on Norway Place). Quintana held a fundraiser for Brown at the then-family compound at Plymouth & Jersey, where I had earlier been mugged & jailed on Q's false charges. Another witness then-Coppola-aide Craig Paladino disappeared into BMHA's federal plantation & the police academy's "Blue Line"

NEW QUESTIONS

On Friday March 8, Quintana suddenly reappeared outside Lafayette HS at dismissal time (accompanied by a woman cop, who looked like Cathy Brown, his new girlfriend who accompanied him to court when he was charged with domestic violence by fiance Millie Castro).

Quintana had been banned from public schools after the domestic violence incident & the high profile Quintana-Castro trial (where Citizen Rights Commissioner Ross T. Runfola, Esq.defended him, as he & Runfola's daughter Jennifer Runfola, Esq. earlier defended Eddie Padilla (father of Q's 17yr.old HS dropout live-in chief-of-staff) who assaulted me opposite Plymouth & Jersey as I rode my bike home after visiting with a friend on the opposite corner of Plymouth at Penna). Q alleged I was 'stalking' his young live-in aide & had me jailed for violating a (nonexistent) protective order, where I was stripped naked because "crazy" per Quintana. I was released 17 hr. later on probation & hired an atty. for $1,500 to have the perjured charges dismissed.

QUINTANA & TEENS

Quintana's relationships with teens have long been problematic. Before running for Council, he was transferred on the police force from the West Side to S. Buffalo after complaints of parents that he stalked their daughter as she worked at Quality Market at Elmwood & Summer. He had a questionable relationship with Marie Padilla since she was 14 & cut school to attend his announcement of his first Council run. He used Marie to repeatedly file perjured charges against me, alleging that I (age 60 & father of 2 daughters!) was (sexually) stalking her. He literally corrupted the morals of a minor as cop & Councilman.

Quintana's ex-wife sought protection in Haven House during their divorce, as Q's namesake oldest-son Robert A. Quintana was repeatedly involved in misconduct, seemingly encouraged by Q. Robt. Jr, a known pot smoker at Marine Drive apartments where his mother lived, was picked up in LaSalle Park several years ago with other youths for smoking pot. He became mouthy, boasting of his father's power. Quintana, with help from Pitts & Runfola, called a high profile press conference, turning in the cops to the FBI for abuse. They were later absolved of all charges. Later Robt Jr. menacingly 'dumped' Buffalo Beat's (front page story was "The Rise & Fall of Robert Quintana") from downtown paper racks over complaints of storekeepers.

The father of a girl having Robert Jr's OW child.called Buffalo Beat & thanked Beat for exposing Q. And, on 8/31/01 a filing of Robt Jr's unpaid child support of $1,646.31 was entered at the county Clerk's Office. His address is unknown & he is an inactive voter. Runfola had described Robt Jr as a "perfect gentleman" at the press conference on the LaSalle Park incident. More recently Runfola described Q as a "perfect gentleman" during the domestic violence trial.

Both Maria Padilla & Yvette Corredor (Maria's young friend, brought here from NYC to keep her company in Quintana's Council Office, described by Buffalo News as the worst of Council's staff) have left town. Eddie Padilla Jr., Millie's son who returned to Buffalo from Florida to be given a city hall "intern" job, with his father (also gone, who was Q's live-in (?) goon, who beat me) filed a complaint against Q in the domestic violence incident with Millie Castro, his mother.

Based on his history, it would seem unwise to put Quintana back in contact with teens. But every effort I made to file complaints with "Professional Standards" was rebuffed. There is unlikely documentation of repeatedly earlier incidents of Quintana-misconduct.

Quintana Vs Castro & Ortiz

On March 5 four "Notices of Appeal" were filed at the County Clerk's Office. They are against Quintana for John Castro & Benjamin Ortiz, apparently appealing Small Claims Court decisions in landlord-tenant matters.

Based on Quintana's past activities, most recently his having me arrested on "trespass" charges filed by fiance Millie Castro at Adam's Mark Hotel (to keep me from investigating charges of financial irregularities by Hispanic leaders in his "Fourth Hispanic Conference"?) . . . there are new questions.

Is this an honest conflict between landlord & tenant? More domestic conflict? Or another Quintana scam?

His only known property in Buffalo is a manufacturing building at 837 Seneca (near Griffin, purchased 7/97, assessed $27,200). He may own property in Lackawanna. Why? His credit was too bad to buy former-Benedict House for $70,000 (a real bargain, the two adjacent houses had been ASSESSED AT $149,000 BEFORE $290,000 of NYS-funded rehab. Incredibly, the complex is now assessed at $64,600.) which was purchased by Millie's father Americo Castro in 7/98.

Quintana's new attorney is Thomas Webb, Jr; Box 549 Williamsville. The attorney for both Castro & Ortiz is Paul Curtin of Neighborhood Legal Services. Is Robert Quintana a good landlord with bad tenants. Or something else?

Citizen Rights, Quintana & bicycle thieves

Having been repeatedly prosecuted on false charges for exposing City Hall corruption of a dirty cop, I am particularly alarmed by the Citizen Rights Commission'a attempt to take my rights away . .while ignoring the very issue of police misconduct which has just cost taxpayers millions more in the Parker trial.

It would appear that the other 3 cops were guilty of more crimes than those that "stuck". But I must confess that my charge that Quintana is, among other things, a bicycle thief, is apparently untrue.

My attorney Mike Kuzma recently learned from a source close to Q's 'crime family' that the bicycle was stolen by a teenaged black girl. Allegedly as I sat bleeding in the back of the police car, after waiting 45 min utes to an hour for their arrival; hoping to get my bicycle back, the girl rode away . . as Q negotiated my arrest on utterly false charges.

Is that better than Quintana stealing the bicycle himself? Or worse? We are hoping for an opinion from former-Assistant District Attorney to DA Frank Clark & now Citizen Rights Vice Chair Peter Weinmann.

Or will Weinmann assist Citizen Rights Commissioner Ross T. Runfola in having Clark prosecute me a TWELFTH TIME? And ban me permanently from city hall . . .as Quintana was unsuccessful in doing?

And the biggest question. Will the Citizen Rights Commission address its Charter mandate to be a sort of watered-down "Civilian Review of the Police"? Or continue to focus on shutting me down for criticizing their not doing so? More to come.
