Parlato Looks To Christ - HELP!!!!
Unless there is further examination of the pervasive culture of corruption in Buffalo, I see little hope of slowing Buffalo's relentless decline. The role of HUD's uncounted billions has not been mentioned . . as totally-Masiello-controlled, deeply corrupt BMHA (100 top paid staff live in suburbs, starting with #2 Tom Wms, just given a $3000 raise) is pushing forward on its all-time most costly, corrupt project ever at Lakeview's HOPE VI where units for the poor will cost $1/4 million each. The Assessment Office is trying to cover-up massive assessment of low income neighborhoods, which would make Buffalo's fiscal crisis even worse if exposed. Aspiring Assessment Commis Tony Krayna has repeatedly promised, and refused to print a book of recent sales which would show how bad things are. GAR went so far as to hire "security" to prevent my introduction of that need when they began 2 summers ago. Right now the $2 million GAR reassessment project is covering up the virtual worthlessness of land in Buffalo . . . with no plan to address the 11,000 & growing . . . vacant lots. A house 2 doors from me, 348 Baynes, assessed $95,000 in 1994 just sold in foreclosure for $2,500. Its lot is assessed at $6,800! Housing sales under $50,000 on the West Side routinely average 1/2 of GAR's new values, as 1000's of homeowners are losing life savings in their homes. There is no plan to address that tragedy . . heavily aggravated by HUD & the city funding developers to build relentlessly more surplus housing . . & taxing subsidized newbuilds at 65% of sale prices. Newbuilds rapidly lose 'value', routinely selling at half in foreclosure (ex. 110 Guilford, sold 'new' at $80,000 five years ago, just sold in HUD foreclosure at $16,000) Krayna will not discuss how land values are determined, while alleging that HUD & tax foreclosure sales of lots at 10% to 25% of assessed values . . when lots sell at all . . . have no bearing on value. Land value is, as far as I can tell, set by God in secret dialogue with Krayna . . & GAR. Most frustrating is the role of HUD in funding destructive housing practice in Buffalo while silently sitting back and ignoring the mayhem they create. Indeed HUD's 465 Main storefront, backed up by 13 $50,000 to $100,000 each Community Builders now has an armed guard one cannot pass without showing photo ID. Parlato is Buffalo's all-time "King" blockbuster, but HUD refuses to stop his admitted "wicked-doing" (see www.Manilness.org). He is clearly working with the King brothers & their incredible new LasVegas "charity" (www.responsiblehome.com). As Suriel Development they 'gift' up to $12,800 of average $40,000 mark-up to unsophisticated buyers while on Federal home detention for their Parlato-style Baron's Development scam, launched from 296 Baynes, as WSNHS VP, Atty Greg Fina held the mortgage after moving to Kenmore in 1990, and lying about it ever since as not-too-competent city hearing officer. HUD lost $95,000 when 296 Baynes foreclosed less than 2 1/2 years after the Kings sold it in 1996. (HUD foreclosed at $106,800, resold at $8,000). Atty. Greg Fina, who alleges his "sterling" reputation, represents Suriel buyers, at their expense??!!. "Sterling" Perla, Esq, also represented Parlato buyers back in 1996, as did one of his partners. I am now spending virtually all my time tracking ever more housing scams in Buffalo . .as the city seems unconcerned . . . as Parlato walks tall, able to do what he pleases with the $10 million, or so, of HUD profits in his pocket . . . heavily involved with convicted-criminal tamperer (& BMHA Bd member Charlie Flynn) in the Ind. Party & as top advisor to David Dale, just having written to The Challenger responding to as front page piece on the Suriel scam. Here is Parlato's gloating attack on Olma (who is admittedly often his own worst enemy). HELP!! From: KERNWATCH@aol.com New analysis shows that 16 of 20 HUD-insured Parlato sales in early 1996 have been foreclosed (80%), with more bound to follow. Fifteen sales had Country Wide Mortgages; 11 (77%) have been foreclosed. All five with National Bank of Texas loans (100%) are foreclosed. But the recent $2.5 million settlement by PNC Mortgage with HUD on Parlato loans has not deflated Frank Parlato, Jr. Here is his 'Christmas letter' to arch-enemy Greg Olma (for exposing his scam in late 1997) . . .
