Kings punished. . .What about Fina? Parlato?
It was often high drama as Judge Arcara showed outrage that the Kings might not have violated the law, accord-ing to defense attys, if they had given down payment cash to a 3rd party, to give to buyer, to bank. After all Frank Parlato Jr. did the same thing on 1,000 HUD-FHA insured sales on which he profited about $10 million. He suffered no punish-ment, as epidemic foreclosures on his sales devastate poor neighborhoods, & HUD-costs have exceeded $10 million.
WHERE'S FINA? Clearly the Kings were following Parlato's lead in HUD scams housing advocates watch in horror as HUD does little or nothing. Parlato got off because he 'bought" a HUD worker to advise him. His ties to Demo-cratic bosses helped too. But the Kings were stopped . .altho there are still serious unanswered questions. Like Parlato, they used few if any permits on houses they sold for vastly more than they paid for (EX: 166 Hagen: Kings paid $19,000 in 12/99, sold it 1 1/2 months later for $53,000 with only a $81 permit for $1,000 of conversion from 2 to 1 family)
More troubling is the role of city Hearing Officer Greg Fina Esq. in launching their scam from his last real city address at 296 Baynes. He sold it on 1/1/91 for $$72,000, but Fina held the mortgage as the Kings used Baynes for their business address until they sold it for $84,000 on 9/18/96. It foreclosed to HUD 27 1/2 months later for $103,635. HUD resold it to a new investor for $8,001 on 9/22/99. HUD lost over $95,000 on 296 Baynes
While lying for a decade about his Kenmore residency (262 Euclid) Fina is V. Chair of long Perla-machine controlled WSNHS (Neigh. Hous. Serv.). But nobody will talk about powerful appearance that an illegally non-resident city hearing officer helped launch a major housing scam. Including his Parking Enforc. Supervisor, "For the People" City Court candidate Joe Fiorella, ESQ; nor Parking Enforcement Dir. Lenny Sciolino; nor WSNHS Ex. Dir. Linda Sciarenza; nor WSNHS Chair Mike Flynn; nor Residency Officer #4 (in 4 yrs) Frank Rossi; nor HUD; Nor of course Masiello. Its another example of a Culture of Corruption in City Hall nobody will touch . . . as scores of Buffalo neighborhoods die.
