Misconduct as DARE Cop & Councilman
Dear Ms. Hubbard-Robinson:
As you know, Robert Quintana returns to city court at 9:30 AM, Friday, for the psychiatric & substance abuse review ordered by Judge Franczyk. I have written extensively about my grave concerns regarding Robert Quintana's suitability to be a police officer. As a former-supporter & constituent, my subsequent criticism of serious misconduct by him & his 'crime family' turned my life upside-down. I was prosecuted 7 times by ADA Michael Drmacich for Quintana (with personal helpfrom DA Clark). I was 'banned' from his office. Just entering the 14th fl. put me at grave risk. He punched me in the face in then-Councilman Brown's office a day after Judge LoTempio issued a protective order, & followed me 3X's on the 1st fl. of city hall. Once he menacingly waited at the Treasurer's office, where the officer had to escort me from the building to protect me from him. He stalked me in his car on two occasions.
Virtually every time I encountered him or his 'family' I was charged with crimes, stalked or assaulted. My bicycle is still missing from an assault by Millie Castro's ex-lover Eddie Padilla opposite Quintana's then home on Plymouth & Jersey two summers ago, (where he himself was charged in May an with assault by his ex-girlfriend M. Castro & her son Eddie Padilla Jr.) then his live-in 'aide', mother of his live-in 'chief-of-staff, whom he hired as a 17 yr. old HS dropout. When I called 911 for help, Quintana charged me with violating a (non-existent) protective order. Although bleeding I was jailed, stripped naked (because "crazy" per Quintana), released 17 hrs later on probation, & hired a lawyer (for $1500) to have Quintana's false charges dismissed.
I diligently avoid Quintana, who "goes off" every time he sees me. I am worried that he carries a gun, not trusting what would happen if I ever encounter him in private or darkness. He has proven himself highly unscrupled, willing to suborn perjury by his aides in 30 false charges against me. He clearly has no respect for the Constitution, ordering me 2X to "get the fuck out" of a public hearing on BMHA over-staffing, after preventing my speaking before 130 attending. He shouted 'child molester, scum" as staff restrained his attacking me.
Distressingly, top city officials, the District Attorney, nor Police Internal Affairs held him accountable for serious misconduct. And there are ethics & conflict-of-interest issues in a powerful attorney-member of your Commission defending Quintana, as the Commission is given important new authority to monitor police abuse. Quintana routinely violates his police Code of Ethics. Having assaulted both his ex-wife (who went to Haven House) & girlfriend, he is a dubious role model for school children. Not only is Quintana on trial. The SYSTEM is on trial. Please help restore ethics & integrity to a too often unaccountable city government.
