Visit the Board of Elections on Eagle Street in downtown Buffalo. The office is on the 3rd floor for campaign filings and for information about petitions you'd visit the second floor. Anyway, all you have to do is file a "disclosure" form stating what files you'd like to look at and they bring the file to you. If you want copies, they are 25¢ per page, but viewing them is free.
